Travel safely with Aeroportos de Portugal
If you are planning to travel to or from Portugal, here are someone useful tips and information for you.
This information provides a general overview, it is not binding and does not exempt you from consulting the legislation in force in the countries of origin, transfer and destination. You should also check all the necessary information with airlines and official websites such as IATA Travel Centre.
- NEW RESTRICTIONS AND PROCEDURES FOR PASSENGERS TRAVELLING TO/FROM PORTUGAL – Changes coming from decree -law DL 3-D/2021 from January 29th and dispatch 2207-A/2021.
- LIMITED ACCESS TO THE AIRPORTS - Access to Lisbon, Porto and Faro Airport Terminals is limited. Only passengers carrying a valid airline ticket for that day and staff may access airport facilities.

1. Before departure from Portugal | Must I present a test on departure?
a) Passengers that proof they are on essential travel* can board on flights from Portugal. Authorised passengers may have to present a RT-PCR COVID-19 test and/or antigen(quick) test with negative result, before the flight, including transit passengers, in accordance with the rules in force in the country of destination. Please confirm all the procedures with your airline, travel agency, official entities or official websites such as IATA Travel Centre.
b) Passengers in flights from Madeira and Azores to Mainland Portugal do not need to present PCR test.
c) Flights between Lisbon, Porto and Faro are authorized. PCR tests are not required.
d) The Immigration and Border SErvices, in collaboration with the Public Security Police are responsible for the inspection of these regulations in mainland Portugal.
- Besides the PCR test with negative result carried out within 72h prior to the flight required by the Portuguese, some countries might require tests within another time period or additional documentation. Please confirm all the procedures with your airline, travel agency, official entities or official websites such as ANAC or IATA Travel Centre
- Please mention the test laboratory that you are travelling. Most countries request that the test is also presented in English.
- A valid test is an examination report carried out by a certified laboratory within 72h prior to the flight, containing the following information:
a) Complete Identification of the Passenger
b) Clear Identification of the laboratory, including the certification
c) Reference to the use of the RT-PCR method used.
d) Date of the exam collection
e) Explicit Negative test resultNOTE: the test result must be presented at check-in or boarding digital or printed format. SMS is not a valid format.
* Essential travelling is considered to be, in the terms referred to in Council Recommendation (EU) 2020/912 of 30 June 2020 and its updates, namely those aimed at allowing the transit or entry into or exit from Portugal of:
a) Citizens who are nationals of the European Union, nationals of States associated to the Schengen Area and their family members, in accordance with Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004, and nationals of third countries who are legally resident in a Member State of the European Union;
b) Third-country nationals travelling for the purposes of business, study, family reunion, health or humanitarian reasons.

2. Before departure from Portugal | Can I do the test at the airport?
In the public areas of Lisbon, Faro, Oporto and Madeira airports there are Synlab laboratories that allow RT-PCR and antigen testing.
Since some countries require the presentation of (rapid) antigen testing before flight, test areas at airports give priority to passengers travelling to the Netherlands, Germany and Luxembourg.
You can perform tests at the following locations:
Lisbon Airport:
Public Area: Synlab Laboratory (next to CTT) - from 6:00 am - 10:00 pm
Public Area: P1 car park – from 7:00 am to 6:00 pm (for KLM flights departing at 5:00am, the area will open at 1:00 am)
For transferring passengers: Gate 24
Faro Airport:
Public Area: next to airline counters in the check-in area
Porto Airport:
Public Area: Level 3, near the check-in area
Madeira Airport:
Public Area: Level 1, next to ANA information desk
The need to present an RT-PCR test for COVID-19 and/or antigen (rapid) test with a negative result depends on the destination, so you should check official websites for further information, such as ANAC or IATA Travel Centre, or with the airline, travel agency and/or official entities. You can find here the list of laboratories recommended by the Portugal’s Directorate-General of Health (DGS).

3. Arriving in Portugal (Lisbon, Porto, and Faro) | I am arriving from a country within the EU. Do I need to present a test?
All passengers arriving to Portugal from flights within the EU, associated Schengen-countries, from outside the EU, and arriving from countries whose epidemic situation is in accordance to the EU Recommendation 2020/912, must present a RT-PCR test to covid-19 with a negative result, carried out within 72h prior to boarding.
- Passengers arriving to Portugal in flights originating from countries with more than 500 cases per 100 000 inhabitants, in addition to presenting the test with negative result, must also comply with a 14-day quarantine at home or in a place determined by Health Authorities (except for essential travel not exceeding 48 hours on national territory).
- A valid test is an exam report carried out by a certified laboratory within 72h prior to the flight, containing the following information:
a) Complete Identification of the Passenger
b) Clear Identification of the laboratory, including the certification
c) Reference to the use of the RT-PCR method used.
d) Date of the exam collection

4. Arriving in Portugal (Lisbon, Porto, and Faro) | I am arriving from a country outside the EU. Do I need to present a test?
Yes. All passengers arriving to Portugal from flights within the EU, associated Schengen-countries, from outside the EU, and arriving from countries whose epidemic situation is in accordance to the EU Recommendation 2020/912, must present a RT-PCR test to covid-19 with a negative result, carried out within 72h prior to boarding.
- United Kingdom: Commercial and private flights to/from and UK are temporaly suspended.
- Passengers arriving to Portugal in flights originating from countries with more than 500 cases per 100 000 inhabitants, in addition to presenting the test with negative result, must also comply with a 14-day quarantine at home or in a place determined by Health Authorities.
- A valid test is an exam report carried out by a certified laboratory within 72h prior to the flight, containing the following information:
a) Complete Identification of the Passenger
b) Clear Identification of the laboratory, including the certification
c) Reference to the use of the RT-PCR method used.

5. Arriving in Portugal (Lisbon, Porto, and Faro) | I am arriving from a country outside from a Portuguese-speaking country (PALOPs and Brazil). Do I have to present a test?
Yes. All passengers arriving to Portugal from flights within the EU, associated Schengen-countries, from outside the EU, and arriving from countries whose epidemic situation is in accordance to the EU Recommendation 2020/912, must present a RT-PCR test to covid-19 with a negative result, carried out within 72h prior to boarding.
- Brazil: Commercial and private flights to/from Brazil are temporaly suspended.
- Passengers arriving to Portugal in flights originating from countries with more than 500 cases per 100 000 inhabitants, in addition to presenting the test with negative result, must also comply with a 14-day quarantine at home or in a place determined by Health Authorities.
- A valid test is an exam report carried out by a certified laboratory within 72h prior to the flight, containing the following information:
a) Complete Identification of the Passenger
b) Clear Identification of the laboratory, including the certification
c) Reference to the use of the RT-PCR method used.

6. Arriving in Portugal (Lisbon, Porto, and Faro) | Can I do the test at the airport upon arrival?
No. All passengers referred in points 3, 4 and 5 must present the COVID 19 RT-PCR test with a negative result. Exceptionally, Portuguese citizens or residents who disembark in breach of the duty to present a test for SARS-CoV-2 with a negative result are obliged to do the test upon arrival in Portugal, at their own expense, inside the airport, and pay a fine. Passengers are compelled to wait inside the airport for the result.

7. Arriving in Portugal (Lisbon, Porto, and Faro) | Are rapid tests accepted?
No. According to the legislation in force in mainland Portugal and in the Autonomous Regions, only tests, with a negative result, carried out using the RT-PCR method will be accepted.

8. Arriving in Portugal (Lisbon, Porto, and Faro) | How much does the test at the airport cost?
Tests carried out at the airport on arrival, exceptionally, cost €100. In addition to the price of the test, a fine will also be charged and paid on the spot.

All passengers referred in points 4 and 5 must present the COVID 19 RT - PCR test with a negative result. 9. Arriving in Portugal (Lisbon, Porto, and Faro) | How long do I have to wait for the test result inside the airport?
There is no pre-set time for the test results. The authorised Health Entities at the Airport are fully responsible for the exceptional testing and the presentation of the test results.
According to the legislation in force in mainland Portugal, passengers that are obliged to do a RT-PCR test at the airport must wait inside the terminal for the result. (art. 10.º Despacho n.º 1689-C/2021, 12 de fevereiro).

10. Connecting Passengers | I am travelling between EU countries, with a stopover in Portugal: do I need to present a test in Portugal?
Yes. All transferring passengers arriving to Portugal from flights within EU, associated Schengen-countries, form outside the EU, and arriving from countries whose epidemic situation is in accordance to the EU Recommendation 2020/912, must present a RT-PCR test to covid-19 with a negative result, carried out within 72h prior to boarding.

Yes. All passengers on flights from non-EU countries or from countries non-associated with the Schengen Area must present a RT-PCR COVID 19 test with a negative result, carried out within 72 hours prior to departure, including passengers in transit.

14. I am travelling to mainland Portugal. What additional documents do I need to present?

15. I am travelling to the Autonomous Region of Madeira. Which additional documents do I need to present?
All passengers travelling to Madeira and Porto Santo must complete and hand in the epidemiological inquiry from the Regional Health Authority (IASAÚDE) within 12 to 48 hours prior to departure.
Check the measures currently in force for the region on the Madeira Regional Government website.

16. I am travelling to the Autonomous Region of the Azores. Which additional documents do I need to present?
All passengers disembarking in the Autonomous Region of the Azores must fill in a preliminary questionnaire from the Regional Health Authority in the 72 hours prior to departure.
Check the measures currently in force for the region on the Azores Regional Government website.

17. Before travelling to Madeira | Do I need to present a test on arrival?
All passengers must present a RT-PCR test for COVID-19, with a negative result, carried out within the 72 hours prior to boarding; or
- Do an RT-PCR test for SARS-CoV-2, with collection of biological samples on arrival, to be carried out by the Regional Health Authority, and remain in self-isolation at their home or in the hotel where they are staying until receiving a negative result; or
- Self-isolate for 14 days at their home or in the hotel where they are staying. If the stay is less than 14 days, the self-isolation will continue for the duration of the stay; or
- Return to their point of origin or go to any other destination outside of the Autonomous Region of Madeira, remaining in isolation at their home or the hotel where they are staying until the time of the flight.
- A valid test is an exam report carried out by a certified laboratory within 72h prior to the flight, containing the following information:
a) Complete Identification of the Passenger

18. Before travelling to Madeira | Do I have to do a second PCR test?
Residents of the Autonomous Region of Madeira, Madeiran emigrants and their families, students attending higher education establishments in the Autonomous Region of Madeira or outside of it or on Mobility Programmes (ERASMUS or others) who disembark at the airports in Madeira or Porto Santo from flights from any other places outside of the Autonomous Region of Madeira must have a second PCR test for SARS-CoV-2 to be done between the fifth and seventh day after the first test. The passenger must remain in self-isolation at their place of residence during the period between arrival and when the second test is done.

19. Before travelling to Madeira | Which laboratories in have free of charge testing for passengers travelling to Madeira?
Passenger intending to travel to Madeira or Porto Santo can do the tests in mainland Portugal before their flight and the costs will be paid by the Regional Government. See the list of laboratories included.

20. Before travelling to Madeira | I am travelling to the Autonomous Region of Madeira. Which additional documents do I need to present?

21. Before travelling to Madeira | I am travelling to Porto Santo Island. Are there any additional regulations?
While sea links between Madeira and Porto Santo remain suspended, it is hereby determined that:
- Passengers arriving at Porto Santo Airport and that do not bring a PCR test for SARS-CoV-2 with a negative result carried out within no more than 72 hours before boarding must do a PCR test for SARS-CoV-2, carried out by the regional health authority, and remain in self-isolation, at their home or in the hotel where they are staying until receiving a negative result;
- Residents of Porto Santo travelling to Funchal for a period of less than 5 days will do the test after their return, assuring that they will remain in self-isolation;
- Residents of Porto Santo travelling to Funchal for a period of more than 5 days must present a negative test on arrival, done within 72 hours and repeat it between the 5th and 7th day since the last test, assuring that they will remain in self-isolation;
- Non-residents arriving in Porto Santo and staying for longer than 7 days need only present a negative test, done within 72 hours, on arrival;
- Non-residents arriving in Porto Santo and staying for more than 7 days must present a negative test on arrival, done within 72 hours, and repeat it between the 5th and 7th day since the last test;
- Emigrants, migrants and students returning from holidays and who will be staying with residents of Porto Santo must present a negative test on arrival, done within 72 hours, and repeat it between the 5th and 7th day since the last test, assuring that they will remain in self-isolation.

22. Before travelling from Madeira | Must I present a test on departure from Madeira?
The need to present an RT-PCR test for COVID-19 and/or antigen (rapid) test with a negative result depends on the destination, so you should check official websites for further information, such as ANAC or IATA Travel Centre, or with the airline, travel agency and/or official entities.
Passengers in flights from Madeira to Mainland Portugal do not need to present PCR test.

23. Before travelling from Madeira | Can I do the test at the airport before departure?
No. Currently, Passengers requiring a test to travel from Madeira can schedule the test at Hospital Particular da Madeira or at SYNLAB Bom Jesus.

24. Before travelling to the Azores | Do I need to present a test on arrival?
Prior to boarding, all passengers must present proof, in digital or paper format, of a document issued by a national or international laboratory showing that they have done a diagnostic test with a negative result. These diagnostic tests must be done using the RT-PCR method in the 72 hours prior to travelling to their final destination in the Autonomous Region of the Azores.
- Extending the stay in the Autonomous Region of the Azores for seven or more days, the passenger must perform on the sixth day, counting the date of the first test, a new screening test for SARS-CoV-2, to be promoted by local health authority.
- A valid test is an exam report carried out by a certified laboratory within 72h prior to the flight, containing the following information:
a) Complete Identification of the Passenger
b) Clear Identification of the laboratory, including the certification

25. Before travelling to the Azores | Which laboratories have free of charge testing for passengers travelling to the Azores?

28. Before departure from the Azores | Can I do the test at the airport before departure?
No. Currently, passengers requiring a test to travel from the Azores or between Azorean islands, departing from São Miguel, can do the tests in the following locations:

29. Are children required to wear facemasks?
Yes, all children aged over 10 must wear a facemask while traveling.

30. From what age are COVID-19 tests required?
Depending on their origin/destination, passengers are required to submit the RT-PCR laboratory test to COVID-19, however, current legislation (national and/or regional) indicates the following exceptions for children:
- Mainland Portugal: children under the age of 24 months are not required to have prior tests;
- Madeira: passengers up to the age of 11 are not required to undergo testing in advance;
- Azores: passengers aged 12 or under are not required to undergo testing in advance.

31. Do I need quarantine or to be self-isolated on arrival in Portugal?
Passengers arriving to Portugal in flights originating from countries with more than 500 cases per 100 000 inhabitants, in addition to presenting the test with negative result, must also comply with a 14- day quarantine at home or in a place determined by Health Authorities.
Even in the cases where quarantine is not required, it is recommended that arriving passengers comply to curfew, physical distancing, respiratory protocol, mask wearing, frequent hand sanitisation and avoid large concentration of people.
However, in some cases, on the instructions of local health authorities, compliance with mandatory quarantine or self-isolation may be required.

32. Do I have to go into quarantine or self-isolate on arrival at my destination?
The mandatory nature of quarantine or self-isolation will depend on your destination, so you should check official websites for further information, such as ANAC or IATA Travel Centre, or with the airline, travel agency and/or official bodies.

33. Which countries are allowed to fly to Portugal?
Flights to and from mainland Portugal are authorised, if:
a) To and from EU countries, the countries associated with the Schengen Area (Liechtenstein, Norway, Iceland and Switzerland), althoug it is recommended for essential travels* only;
b) To and from countries and special administrative regions whose epidemiological situation is in accordance with Council Recommendation (EU) 2020/912 of 30 June 2020 and its updates, regarding air connections with Portugal (e.g. Australia, China, South Korea, New Zealand, Rwanda, Singapore, Thailand, Hong Kong and Macau);
c) To and from countries that do not integrate the EU or are not associated to the Schengen Area - exclusively for essential travel*;
d) To support the return of nationals or citizens from the European Union, from countries associated to the Schengen area and nationals from third countries with legal residence in national territory, as well as those of humanitarian nature, which have been recognized by the competent services of the governmental area of foreign affairs and by the competent authorities in civil aviation;
e) Aimed at allowing the return to the respective countries of foreign citizens who are in mainland Portugal, provided that such flights are promoted by the competent authorities of such countries, subject to a prior request and agreement, and respecting the principle of reciprocity.

* Essential travelling is considered to be, in the terms referred to in Council Recommendation (EU) 2020/912 of 30 June 2020 and its updates, namely those aimed at allowing the transit or entry into or exit from Portugal of:
a) Citizens who are nationals of the European Union, nationals of States associated to the Schengen Area and their family members, in accordance with Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004, and nationals of third countries who are legally resident in a Member State of the European Union;
b) Third-country nationals travelling for the purposes of business, study, family reunion, health or humanitarian reasons.

34. Are airports open?
The 10 airports on the ANA network (Lisbon*, Porto, Faro, the Azores - Ponta Delgada, Horta, Santa Maria, Flores, Madeira – Madeira and Porto Santo, Beja) are open and operating.
*Flights previously allocated to Lisbon Airport Terminal 2 are temporarily operating in Terminal 1.

35. Were measures implemented to reinforce protection?

The airports managed by ANA – Aeroportos de Portugal, the airlines and all the companies, entities and services related to airport operations have reinforced their protection measures. Confirm with your airline the measures implemented by them.

36. What services are operating in the airport?
All essential airport services are operating. Access, parking, electronic check-in, assistance for passengers with reduced mobility (PRM), e-gates, fast track (rapid access to the security area), banks, cashpoints, vending machines with masks and sanitization kits, vending machines with food and drinks and/or restaurants (at specific times); baggage protection, Tax Free and Vat Refund, pharmacies and post offices.
Opening hours for some shops and services may be adapted to flight times.

37. Are the lounges open?
Lisboa, Porto, Faro, Ponta Delgada and Madeira – The lounges are temporarily closed.

38. Are shops, bars, and restaurants open?
In compliance with the legislation in force in mainland Portugal, in order to combat the spread of COVID-19, commercial establishments located in the public areas of Lisbon, Porto and Faro airports are open, but with some limitations regarding opening hours and available services.
Restaurants, for example, continue to operate on a take-away basis only and drinks are not allowed to be sold.
Commercial areas after boarding control at these airports remain available in order to provide the best possible service to passengers.
For shops located at airports in the Autonomous Regions of the Azores and of Madeira, the restrictions applied are those resulting from regional legislation.

39. Is facemask mandatory?
Yes. All passengers, staff and visitors are required to wear a facemask inside the airport facilities and during the flight.

40. Is temperature checking mandatory?
On arrival
Yes. All passengers, irrespective of their country of origin, will have their temperature checked. The temperature is measured using a walkthrough automatic screening system which allows for triaging, without any stop.
Before departure
No. Airports do not check temperature on departure. However, some airlines do check temperature at the time of boarding. If in doubt, please contact your airline.

41. How much hand sanitiser can I take with me on board/in my hand baggage?
Despite the existing restrictions on the transport of liquids onboard, exceptionally, it is currently allowed to take containers of alcohol-based hand sanitiser larger than 100 ml in hand baggage, at a maximum of 500 ml per container and 2L per passenger. Aerosols must be protected with a lid so that content is not inadvertently released.
The restrictions on other liquids remain in place.

42. My final destination is in Spain, but I am arriving through a Portuguese airport. Are there circulation restrictions in land borders?
Currently, circulation in land borders between Portugal and Spain is limited to essential travels, and circulation may be restricted between some areas. Before travelling, check with the official entities (e.g.: Portal das Comunidades Portuguesas)

43. Can I pick up or take a passenger to the airport?
Yes. Although there is a curfew in force and there are circulation restrictions, passengers with a boarding card and their companions may travel to and from the airport.
- We reiterate the importance of reducing travel to airports to the minimum and exclusively for passengers, in order to avoid unnecessary crowds in the airport terminals;
- LIMITED ACCESS TO THE AIRPORTS - Access to Lisbon, Porto and Faro Airport Terminals is limited. Only passengers carrying a valid airline ticket for that day and staff may access airport facilities.
